Jeff and Monica Noonan founded Noonan Family Swim School, Inc. in January 2004. Combining their backgrounds in aquatics, education, human resources, and management, they set out to create a swim school built on quality instruction, individualized teaching, and genuine customer care. Their goal was to build a program that delivers exceptional results while maintaining a welcoming, family-oriented atmosphere.

Jeff Noonan has more than 40 years of experience in aquatics, including competitive swimming, lifeguarding, coaching, and teaching. His career began at age 15, when he earned his Water Safety Instructor (WSI) certification in Fremont, California. Over the years, Jeff has taught thousands of children and adults at every level of ability, from beginners to competitive swimmers. His background also includes over seven years as a classroom teacher working with at-risk youth and special education students. Jeff has coached masters swimming programs and served six years as a Head Coach. Today, he oversees the continued growth and quality of Noonan Family Swim School’s programs, ensuring that its mission and instructional standards remain strong.

Monica Noonan brings over 25 years of experience in human resources, recruiting, and management. Before co-founding NFSS, she played key roles in the launch of two Silicon Valley start-ups and later worked as a national auditor. Her professional experience in leadership and operations has helped shape the school’s strong organizational foundation and positive work culture. Monica’s interest in early childhood development led her to create Splash Babies, the school’s popular parent-and-me program. She continues to lead staff training, management, and customer service initiatives, ensuring that every family’s experience reflects the school’s commitment to quality and community.


Noonan Family Swim School

David has been part of the Noonan Family Swim School family since 2008 and brings over 40 years of experience in aquatics, including teaching, coaching, competitive swimming, lifeguarding, and management.

Originally from Cheyenne, Wyoming, David began swimming competitively at the age of six and has been connected to the water ever since.

As Regional Manager, David has done nearly every role within the company—from swim instructor and Splash Babies teacher to deck supervisor and manager. His deep understanding of the program and his lifelong love for swimming drive his commitment to ensuring every child and family who walks through the doors develops confidence, safety, and joy in the water.

David is passionate about helping children discover their potential, and he takes great pride in seeing families grow together through the process of learning to swim.

Having lived in Southern California since 1996, he continues to share his
enthusiasm for swimming and teaching with the community he loves.

Noonan Family Swim School

Luisa has been with Noonan Family Swim School for over 15 years and has over 25 years of experience working professionally in aquatics. With a lifelong passion for the water and working with children, she brings extensive knowledge and experience to teaching swim lessons, rooted in her background as a competitive swimmer and water polo player.

Her career has spanned from competing to coaching, including serving as a high school swim coach at Mater Dei High School in Santa Ana, where she developed athletes in both skill and confidence.
Beyond the pool, she has competed as a world and international body surfer for the Chubascos, deepening her understanding of water safety and performance.

Academically, she earned her degree in Liberal Studies from Azusa Pacific University, which provided her with a strong interdisciplinary foundation and the ability to connect with learners of all ages. Within her professional journey, she has also worked her way up in Noonan Family Swim School, gaining hands-on experience in every aspect of swim instruction, operations, and leadership.

This unique blend of education, competitive athletics, coaching, international water experience, and leadership allows her to connect with swimmers of all levels while fostering both safety and a love for the water.
